The Coast Guard has published Change 2 to Navigation and Vessel Inspection Circular (NVIC) 02-18, Guidelines on Qualification for STCW Endorsements as Officer in Charge of a Navigational Watch of Vessels of Less Than 500 GT, and Change 3 to Navigation and Vessel Inspection Circular (NVIC) 24-14, Guidelines on Qualification for STCW Endorsements as Electro-Technical Rating on Vessels Powered by Main Propulsion Machinery of 750 kW/1,000 HP or More.
Change 2 to NVIC 02-18 revises NVIC 02-18 toindicate that the Coast Guard will not enforce the 3 month maximum allowable substitution for credible sea service in a rating capacity. This removes a barrier to mariners seeking to qualify for an STCW endorsement as Officer in Charge of a Navigational Watch of Vessels of Less Than 500 GT via the “hawsepipe.”
Change 3 to NVIC 24-14 revises NVIC 24-14 to indicate that the Coast Guard will allow mariners to qualify for an STCW endorsement as Electro-Technical Rating (ETR) without completing approved training for high voltage systems or computer systems and maintenance.
