Dr Richard ‘Rick’ W. Spinrad, CSci CMarSci FIMarEST, esteemed Fellow of The Institute of Marine Engineering, Science and Technology (IMarEST), has been appointed by President Joe Biden as the new head of the National Oceanic and Atmospheric Administration (NOAA), which plays a key role in protecting the environment.

NOAA has an expansive role in protecting the US economy and environment, including providing weather forecasts, monitoring climate, managing fisheries, and helping with marine commerce. It oversees offices such as the National Weather Service and the National Ocean Service.

In his new role, Rick will be responsible for the strategic direction of the NOAA. He will assist in advancing U.S. weather modelling and prediction, tackle the climate crisis, accelerate the application of new technologies for improved environmental observations, leverage non-governmental and private partnerships, and promote a sustainable blue economy.

Dr Spinrad comments, “I am humbled to lead NOAA’s exceptional workforce on a mission so relevant to the daily lives of people across America and to the future health of our planet. And I will ensure that trust and scientific integrity will continue to be the foundation for all of our work.”

Gwynne Lewis, IMarEST Chief Executive said: “I’d like to offer Rick many congratulations on his prestigious appointment at the NOAA. Rick is a Fellow of IMarEST and this news highlights the activities and the crucial work of IMarEST Fellows and Chartered Marine Scientists in leading the marine sector into a new era as we strive to achieve a sustainable blue economy where humans and the environment can exist in harmony.”

As a Fellow of the IMarEST and Chartered Marine Scientist (CSci), Rick demonstrates an exceptionally high level of knowledge and commitment to furthering scientific understanding and development in the marine sector. The IMarEST is the only body that can award marine science registration in the world. Becoming registered enhances public recognition of your professional excellence and acts as a mark of expertise and competence.

Ralph Rayner, CSci CMarSci FIMarEST, comments: “I have had the privilege of working with Rick over many years. He is a passionate advocate for the ocean. He will provide excellent leadership for NOAA, as it advances its extensive mission, and especially its contribution to the delivery of the environmental products and services needed to support use of the ocean and ocean resources while sustaining then natural capital and ecosystem services upon which we all depend.”
